My whole life I've heard, "Well, it wasn't written in stone."  It took me a while to figure out from where that saying evolved.  Nowadays, it seems to have completely vanished.
Today, we have the WHO, CDC and politicians just rewriting any law or explanation or mandate to fit their narrative of the day.
